This feature is enabled on a per-project basis from [Administration icon / "Gear"]->Manage Project Properties->Execution Preferences->[ ] Allow steps to be skipped during manual test script execution.

P.S. - After making this change the 'Skip' option did not become available during the execution of a test script in the modified project until after I re-logged in to the project.
