If we use multiple DNG project Areas, each with one component / one Initial Stream and set the Streams to require a Change Set before modification can be made.  If the Initial Streams are both under the Same Global Configuration and the user had access to the PA's.

How do you use Change Sets to add links between the DNG Project Areas?

What are the constraints which prevent us from linking?

Can someone explain the process to create links across PA's using "Change Sets"
