RTC cannot connect to floating license server

I am setting up a new RTC 6.0.3 environment.
After configuring license server, users are not able to get licenses.
I saw the following error in JTS log:
com.ibm.team.repository.service.internal.license.FLSSecuredConnectionException: CRJAZ2916E A secure connection to the
https://10.1.46.84:9443/jts/ server cannot be established because that server is either not local or is not registered as a friend server.
If this is a local server that you want to use as a floating license server, verify that the specified URL matches the server's public URL:

If the https://10.1.46.84:9443/jts/ server is external, an administrator must add it as a friend server on this server, and assign a functional user on the consumer key that is generated on https://10.1.46.84:9443/jts/.

It seems that https://10.1.46.84:9443/jts is specified as the license server URL.
Change the license server URL to https://rtcserver:9443/jts and see if it resolves the issue.
