Jazz Team Server not starting
I start Jazz Team Server from run command as administrator.
The server is not starting up completely I guess.
I get this in my console while starting the server

I am unable to open https://localhost:9443/jts/setup in the browser.
I get the error
This site can’t be reachedlocalhost refused to connect.
Please help me understand why the Jazz server is not starting up properly

It's way too early to say that the Jazz server does not start up properly - at least the log shows that Liberty does start up correctly. You should check whether port 9443 is open, and whether any firewall is blocking the port (even using "localhost").
