How to create new work items under Test Script section in Test Case
Step 01 Work has been assigned to the tester for creation of the Test Script by the Test Lead
Step 02 When the Test Manager reviews the Test Case, he wants to assign work for the tester like asking him to send / assign the test scripts for review once completed to the Test Manager / Test Lead
Step 03 As we have a work assigned to him, no NEW WORK ITEM can be created

You can only create one Workitem from each section of an artifact.
Are you looking to add the workitem in the Test Scripts section of the Test Case? How about having the Test Lead create Workitems for the testers from each Test Script contained in the Test Case instead? Would that meet your use case?
