How to create new work item for Requirements under Test Plan
Steps followed:
Step 01: A new Requirement is added and assigned to tester to create the test case and test script.
Step 02: Whilst the tester is in process of completion of the new work assigned to him, another new requirement is added.
Step 03: There is no option displayed on the Requirement section under Test Plan to create a new work item and assign to the tester

Would it be possible for whoever is adding the requirement to create a empty "skeleton" Test Case, then create a workitem for the tester to complete the new Test Case and create Test Scripts based on the new Requirement?
It may not be ideal, but it might allow you to get the same workflow you are looking for based on technology that already exists in the product.
