I've had to create a defect.
I have tried with "additional information" sent to me by the documentation team and this piece is not working.
Comments What problems are you having? I have it running on my Windows 7 system without any issues. How much memory do you have on your system?

I have 8GB memory. The steps were followed. Documentation team states that some of the commands and Xargs are incorrect and gave me the correct ones. The service is running, the env variable is set, but when the system is rebooted, nothing. Is the service set to automatic? Can you start it from the services control panel? |
You had this error in your tomcat7.-stderr log
JVMJ9GC019E -Xmn too large for -Xms I think you have already resolved that issue but I wanted to post a link to this technote in case anyone else runs into it. Setting up Windows service results in JVM errors |
What OS are you running?

Oops! I thought I had seen a possible suggestion for this a few weeks back but it as for a different problem (tomcat would not initialize on 64-bit). Sorry to have raised false hopes for a solution. |
