A user asked me who created a "Plan". I am surprised that I can't find that information. Or just missed seeing it displayed somewhere. 4 PMs, 16 Leads and 3 jazzadmins.

I am not aware that a plan creator or modifier is exposed in the UI. A plan is also basically a configurable query of work items. The important information is auditable in the work item history.
