FORUM ADMINISTRATOR / FORUM MODERATOR / JAZZ DEVELOPER edited Jun 22 '17, 4:26 p.m. Not out of the box, except you create a work item as a child in the links section or a plan. It would be possible to create a follow up action. Since there is very few information available when creating a work item in general, I doubt the requirements here are well understood or even practical.
