I don't think you can do it. An attribute is made mandatory by the process, not by its definition.

 So there is no way to identify which all fields are mandatory for a particular project area? I have multiple projects , I wanted to know which all fields are mandatory for each projectarea

An attribute can be made mandatory in a certain state, or in a certain condition. How can you know whether it is mandatory before the work item even exists?
