Birt - Not showing all team members workload in report (Resource Planning Report)

I am trying to generate a report for Resource Planning.

A team member is part of Project and Project is working on current release (e.g Release 1)

I want following values for my report
Report 1
Iteration : Team : Total Available Hours :  Planned Work : Actual  Work : Remaining Work
 
Drill Down Report 2 : (When i click on Team Name)
Iteration : Team Member (Resource) : Total Available Hours :  Planned Work : Actual  Work : Remaining Work

Drill Down Report 3 (When i click on Team Member)
WorkItem ID : Summary : Type : :  Planned Work : Actual  Work : Remaining Work

I have completed above reports but i am facing 1 issue. The report is not showing those teams / users which have no assigned work.
