Can we pull a Query from Project X to Project Y Dashboard Which reside in Same server on different ports?

Can we pull a Query from Project X to  Project Y Dashboard Which reside in Same server on different ports?

Users need to view the Workitems and status of the workitem in one project area, to another Project area that resides in different Port, is this scenario can be achieved ?

I assume that when you said "different ports", you meant that there were two RTC/CCM repositories. Regardless, you can check out the below posts on similar topics.
