RQM Performance over WAN

We're working with one central RQM Server and all user from other countries are working on this server.
Some countries have a poor network connection to our central RQM server, which affects its performance.

What do you recommend to overcome this issue, excluding upgrading the line (which is currently not an option)?

Hi Liora, Nothing in the behavior suggests it is an application issue, but a network induced.
I believe network proxies can come to rescue..

You are right. It is not application issue. 
Alltougth, I can change our CLM topology such that RQM resides on its one server as to all other CLM applications resides all together on a different server.
Can you elaborate on what are network proxies? I have limited networking knowledge.
