Can not enter change comment on Doors Object

0	IBM Rational Product User (23●2●16) \| asked Nov 17 '16, 7:43 a.m. Hello, We have Doors integrated with RTC for change management. While module is open for Review using RCR, It shows Enter a change comment, Accept, Reject button disabled. What can be the issue?
