Server status widget: unclear memory usage display

The server status window informs me (user) about possible issues with the server performance. If for example performance is low I check this widget and try to inform the server admin to analyze the issue.

100% - (8 GB / 8 GB *100%) = 0%. Why 61%?

Per my understanding the "used" memory is what is allocated to CLM server's Java process on OS level. Free percentage is how much of the JVM is not being used by the CLM server.
The max memory and used memory may show difference if your server has different -Xmx and -Xms setting. However that's not recommended.
