Risk Profiles missing data - HELP please

Before we upgrade to 2.0, we had two projects in the system ... one using the default quality manager process, the other using a customized version of the quality manager process.

version 1.0 was migrated successfully into 2.0 ... however, on the customized process template versioned project, we're looking at the system properties, and for the risk profiles and risk types, the drop down for risk type is "empty"

Where can we repopulate these values ? we cannot create a new risk because of this .. the risk values for likelihood and values contain the high low medium etc ..
