Change change set owner after it is delivered

 After a change set is delivered to stream, is there a way to change the owner of that change set?
If possible, how and what permission/role is required?

Once a change set is complete (closed), there is no way to change the change set owner (author).
Out of curiosity, why do you want to do that?

We have a mega merge.  Person A is helping Person B to merge B's change set which has conflicts.  A new change set is created as "Merges" under A's name.  But it should belong to B.
