Unable to create work-item categories

When I go to create work-item categories for the project the Add, Edit, and Archive buttons are all greyed out. Have I missed step which prevents the creation of work-item categories?

I am using the Scrum process template.

I didn't notice one but I will check again. The only thing different about this project is that I didn't finalize it immediately but, rather, manually finalised it later on.

I scanned the logs. Is there one log in particular I should be looking at?

I scanned the logs. Is there one log in particular I should be
looking at?

If there is an error that prevents the initialization of the category
editor, it should be logged in the Eclipse 'Error Log' view.
