Is there a recommended way in RTC to manage the testing and promotion of process changes?

I imagine it would require two separate areas (much like ClearQuest).

And how would that work if someone had actually extended the process with code to support some of the functionality?

We don't currently have any tooling support for testing changes. The
recommended way to test changes is by using a test server.
