CRRRW7281E & CRRRS6252W Errors for accessing RDNG even through Analyst floating license is granted. 
This is observed for couple of users.

At the time the issue occurs, make sure that there are still available floating licenses. Assigning a floating license to a user does not guarantee one is available on request.
