How do I change the team's working day in RTC CCM?

I have changed my hours per day under my Work Environment tab to 7 hours and saved it. However when I create a new task the hours default back to an 8 hour day, why is this?

I am working 4.0.6 and would like to change the team's working day.

 To change the work time per day for a project-wide setting, you need to do the setting from the project area's process configuration.
From "Project Configuration > Configuration Data > Planning > Work Environment", change "Working time per day" from 8 to 7.

But I am running 4.0.6 which does not have a Project Configuration area or any mention of Configuration Data.

The setting is available in RTC 4.0.6. You need to do the configuration in RTC Eclipse client.
