Is there a Project Area Updater Tool for RTC 5.x?

I found this Project Area Updater Tool in version 2.0.0.2.

Is there a Project Area Updater Tool in RTC 5.x?

If there isn't a project updater do you have any solutions for rolling out a new project template to 200+ projects?

There is no such a tool and I think it is also not necessary anymore. That was in the very early states of RTC.
If you upgrade to 5.x your project areas are migrated. Your chosen process will work as it had before.

What would be driving the need to upgrade 200+ project areas?

There is really no good way to roll out an upgraded process for 200+ project areas other than process sharing. And you would have used it to begin with, to be able to use it.

For process Sharing See:

However, the project areas that share would have had to be created using the unconfigured process and have shared a common process from the start.

Q:  What would be driving the need to upgrade 200+ project areas?

A: Ralph, the customer found a defect in their project template and we would like to fix that and roll it out to all projects on the server that use that template.  Is there any automatic way to do this?

If the process is independently customized in all projects, the only fix, I am aware of is, to identify the change(s) that have to be done in the process XML and to do the fix in all project areas.

Please also note that the updater tool just introduced changes that where done for the next version. It was not designed to fix problems that users introduced into their template.
