% in the web link got double encoded

Hi,
I am using DOORS Next Generation 6.0.
I found that after I added a web link that contains %20 (space) in the URL, that link could not be opened correctly.
The % in the URL will be encoded to %25.
Eg.
1. Create a "Link To" link to an artifact
2. "Where to link to", select "The web"
3. "URL to link to", type in https://clmserver:9443/tom%20cat.png
4. When I click the added link, it takes me to

% got encoded to %25

I found the following work item and it said that the issue has been fixed in 6.0

I am using 6.0 and the issue is still there.
