Empty Work Item query in change set association

Hi, I've noticed a strange behaviour associating work item to a change-set using client. If I try to associate a work item to a change-set without opening the work-item with the editor (since my last eclipse restart) I can't see no work-item in the wizard query.
So I have to run a query manually, open the work item which I want to link to change-set and only then, if I try to associate it, I can see it in the wizard.

Is it correct this kind of behaviour?
