can a workitem section be in collapsed state when the WI is loaded?
Is there a way to keep one of the sections (Within work item) to be in collapsed state when the WI is loaded?

You can add a key "expanded" in the section's properties and set the value to "false" (default is "true"). For the details, please refer to the article https://jazz.net/library/article/130#properties (table 3 in Properties chapter).
