Custom Attributes Behaviour

I'm importing via csv some old work item in a customized work item structure.
I see that if Name and ID don't collide in the custom attributes section (in the tab Process Configuration); I can't import the that record.
Name and ID must be equal in the custom attribute configurator.

is this a normal behaviour?
