HTTP 403 trying to "Get Started" with RDNG sandbox

I'm trying to stand up an RDNG sandbox and in both IE and Chrome, I'm getting an HTTP 403 immediately after clicking on the "Let's Get Started" button. 

IE just throws up; Chrome reports more detail:  Error 403: CRJAZ2612E <my userid> is not a user in the repository. Check the spelling and capitalization of the user ID. The user might need to be imported into the repository.

I'm a new jazz.net user, so is this just a timing issue?

Bob, 

This sounds like a timing issue to me. Most likely, if you've only just recently created your account, the LDAP user registry sync just hasn't picked up your account yet, so you may need to email a jazz.net administrator here in order to manually sync your user ID.

 Actually, you might need to try registration@jazz.net instead of info@jazz.net.
