can creating a work item auto-email the team lead?

This is not supported yet, unless the team lead is added as subscriber
to the work item. Since we use feeds for notifications, our best
practise is to create a new query subscription for recently created and
unassigned work items. Once new items match the query, the feed will
automatically show new entries. These feeds can be added, e.g. to Team
Central Event Log.
