Can not login as ADMIN/ADMIN account

My configuration:
Server: WAS 6.1
DB2 9.5
RTC Standard 1.0
Linux

I did nothing that difference of jazz server installation guide at (https://jazz.net/downloads/rational-team-concert/releases/1.0?p=install.docs/install_server#dqx1t_server_installation_setup_wizard)but at the first time I logged in https://localhost:9443/jazz/setup as ADMIN/ADMIN it said my username or password is incorrect.

I appreciate for any help from you

Check your database login (how RTC talks to DB2) is correct. Do you see any errors reported on the shell screen when the Jazz Server starts up.

The ADMIN/ADMIN login is the default for Tomcat (because we include that
user in the Tomcat's user configuration files). In WebSphere you would
need to log into the server with a user who is associated with the
JazzAdmins J2EE role.

Installation into WebSphere involves a little more work than the
document than you pointed to. Have you followed all of the steps from
https://jazz.net/jazzdocs/index.jsp?topic=/com.ibm.team.concert.doc/helpindex_rtc.htm

@kesterto: DB connection is correct. No exception throwns
@lavinm: In fact, with both Tomcat and WAS, RTC Server can login with ADMIN/ADMIN as the default account to continue with setup wizard, that is steps to configure the RTC Server with db and talk with LDAP.
I follow correctly steps that uses to deploy jazz.was to WAS and it can run well but authorization.
I can not discover what is going on :((
