How to enforce comments in changesets?

I was able to to enforce WI assignment while delivering a changeset.

But users are able to submit a blank changeset.

How can I ensure that users dont submit changesets with empty comments?

You should see a similar option in the same section you used to enforce the WI assignment. See the screenshot.
