Problem with the amount of resulting records

Hi all,
First I run the report I created with Default Value of Parameters section as LIVE_WORKITEM_CNT.WI_ID = 15623 and I get the expected result data.
Then I run the same report without the default value and the result is about 1000 rows but WI_ID = 15623 is not in the list.
I need to understand why it happens. Someone could help me?

I would suggest to provide additional context to the question. From my perspective it is poorly tagged and specified. I would assume this has something to do with  reporting - maybe.
