How to file a bug in team concert

If I want to file a bug to a developer, should I create a work item for him? But how do I attach the debug info and topology file to the work item? I didn't find any link that I can create attachments for the work item... Any other place where I can file a bug? Thanks very much! :)

Assuming you want to open a bug against RTC, open the web UI, (https://jazz.net/jazz/web/projects/Rational Team Concert#action=com.ibm.team.workitem.newWorkItem), then go to the 'Links' tab. There's an upload widget there.

The simple answer is you file a work item to a team and then use the Links
tab of the work item to attach information. If you have a unit test that
fails in a build the information is automatically attached if you file the
work item from the build. RTC provides also a screen shot tool in the eclipse
client that attaches screen shots to work items automatically.
Then you change the owner to the developer you chose.
