Client roll out in bulk manner

Hello,
I would go to the RTC download page for the version you're looking for - ex: for 4.0.1 - https://jazz.net/downloads/rational-team-concert/releases/4.0.1?p=allDownloads

1 - download the zipped Eclipse Client

2 - put this file on a network drive that can be access by all the users wanting to upgrade

3 - have the users unzip the zipped client from the network drive back into their local drive

alternative:
2 - unzip the client to the network drive
3 - have the users copy the unzipped directory to their local drive
