How do I get JazzProjectAdmins access on Sandbox RQM?

As far as I am aware you can't get JazzAdmin permissions on Jazz.net sandbox projects. If you could, you could mess with other people projects.
I would suggest to download CLM and set up a local evaluation environment with Tomcat and Derby for example. There you have all permissions and can do whatever you desire.
