When running test case offline the loading window appears but does not load

I have RQM 3.0 and when I try to execute a test case by running offline the load windows appears but it never retrieves the data.  The load screen seems to be trying to process (e.g. cursor stays spinning) but nothing ever happens.

I can run offline in other projects, just not this specific one.
