[Process] - Adding more operations to Operation Behavior tab

Hi, I was trying to experiment with the new source control authorization
feature but I am not able to find the Operation "Deliver (server)". I
have just two operations about Dashboard in the table (I selected Simple
Process template when I created the Project Area).

How can I see all available operations and add them to the editor?

BTW, it is listed in the Team Configuration. If it is not listed in
Project Configuration, does it mean it doesn't make sense there?

The distinction between the Project Configuration and Team Configuration
sections is confusing and I think this is something that we'll definitely
be revisiting...

Most of the normal things you do on a day-to-day basis will fall under
the Team Configuration section.

The Project Configuration section contains operations that only apply to
the project (e.g. modifying the workitem categories or editing the
project area itself). The Team Configuration section contains operations
that can apply to any team or project area (e.g. delivering change sets
to a stream associated with a team or project area).
