 I have two environments, Prduction and Test. I am trying to figure out a difference between a date/time configuration in the OS that results in a different behaviors in each environment. 
In the Production environment, the date/time attributes in the work items are filled with the default time 12:00:00 AM. In the Test environment, the date/time attributes in the work items are filled with the default time 12:00:00 PM. 

The reason I think it is a configuration in the OS is because the Test database and configs are cloned from Production. Any ideas of what OS config could be related to this behavior?
