How to enforce Owner and Team Area attribution?

On RQM 4.0.6, is there a way to enforce the "Owner" and the "Team Area" information to be filled before the artifact can be saved?

In regards to the Owner field, currently it cannot be set a Mandatory

There is an existing Enhancement request for this

RFE 79089

You can customize (Assuming you are an Admin) the process template and configure preconditions/follow-up actions, See
