Current Business Process, if an artifact is not approved 3 days after the due date, it is deemed "Approved". How can RM support the following?

RM to perform a System Approval 3 days after the Due Date has lapsed, to Finalise the review and change the state of the review to "Approval Elapsed", and then send out email notifications to the review participants notifying them of the system generated approval.

I'm not aware of any capability to do what you are requesting. Therefore I would recommend opening an Enhancement work item to request such a feature.
