Process rules in RTC SCRUM Template.

There is a team that is using a SCRUM template (out of the box).  Process rules were turned on requiring work item on check in.  Can't' check in without a work item.  Upon check in, the process rule will not allow unless the work item has an owner and an iteration.  Is it possible to turn off the rule of requiring and iteration and owner?  The group has their own reasons for wanting this.  I realize this isn't the best process.

 The "Require Work Item" precondition allows you to turn off requiring iterations and owners on the work item. Select the pre-condition, then select the appropriate constraints you want.
