RQM: Does rqm-loadruner-adaptor-site adapter require a JazzAdmins Repository Permission for the initial use only?

In creating a new CLM error we set up RQM to use the QuickTest Pro automation tool.  When attempting to start the adapter, we noticed in the qm.log the error:

Internal server error
com.ibm.team.repository.common.PermissionDeniedException: AQXCA5009E You do not have the required permissions to change the project area catalog.

Typically our QA engineers don't have this role.  They've been using the adapter fine in other environments without this required permission.

So we had myself, with the JazzAdmins Repository Permission role,  start and stop the adapter, and then they are now able to run it.

My question is, can someone confirm a JazzAdmins Repository Permission user must run the adapter initially in a fresh environment?  Why is this needed?

We can log this as an implmentation step, but it seems odd.

Yes, based on this Workitem,
https://jazz.net/jazz02/web/projects/Rational%20Quality%20Manager#action=com.ibm.team.workitem.viewWorkItem&id=79790

is suggests:

At least once connect an Adapter using admin privileges, that will create adapter type in the catalog, subsequently others can connect using non admin userid

Thanks, we've added this to our implmentations steps.
