How to copy widgets between dashboards

I have a widget on a dashboard in one repository that I want to use on a dashboard on another repository. I do not care if the repositories both use the same instance, or if they have separate copies. How do I copy a widget from one dashboard to another? It's my understanding that dashboard copy/paste only works with repositories associated with the same Jazz Team Server, and maybe less than that. If the 2nd, 3rd... repositories do not have the widget, that's a different matter. The report resource must exist in any project area that wishes to use.
