Burndown Charts not displaying in Plan Details for some users

Some of our users are not able to see data in the Burndown charts within Plan details.  They get little box that says No Data Found.  On the very same Plans, other users are able to see the Burndown graph information just fine.  We have verified that between the users that can see the data and the users that see No Data Found that they are using the same browser versions and have the same permissions.

For the user who cannot see the burndown chart, can they see
anything under the planned items and see the same items there as other no problem users?
Do they get the same issue for all type of plans?
Are you sure they select the same plan iterations and against the same project/team areas?
What is the version of RTC?
