 The CLM InfoCenter for an Express Install has the following comment: 
To get started quickly with a small deployment using the default topology and Derby databases, skip to the next step and Install the server. Derby deployments are limited to 10 users and do not permit cross-domain reports.

These are the reports you write using RRDI. RRDI cannot report against a data warehouse hosted on Derby.
