I have a user that cannot access the mini dashboard.
He has all of the permissions required to work with both his personal and the project area dashboards so I don't understand why this is happening?

I cannot see separate permission for the mini dashboard so I am thinking that this must be tied to permissions for one of the other dashboards or...?

This doesn't seem to me to be a permission issue.
Please see the following enhancement that covers the use of the X-Jazz-CSRF-Prevent header: https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.workitem.viewWorkItem&id=234984

The header has been added in 4.0.0.1 to prevent from malicious requests to the web server. If you are getting this OOTB (as opposed to a scenario where you make your own OSLC requests), that might mean that the system fails to use the header correctly.

I would suggest to open a defect on jazz.net.
