Is it possible to make a copy of a RTC PLAN view so I have a base view to modify for when I want to make a new view of a plan?

Yes, mostly. From the Eclipse UI, when looking at a  plan, you can select a view and use the copy action to create a new view based on that one. Give it a different name and both views now show up for selection. You can think of the original as your starting point or customize a copy and then use that as your starting point. But it will stay in your list of views for the plan -- so your template and your instantiation(s) will all be listed. What won't work easily is making a copy and stashing it somewhere only you can see for copying and editing later.

In the Web UI, it works a little differently -- seems to only like to show the edited version of a plan view. So you can edit a Plan View and give it a new name -- the old one does not go away from the server but it does stop being visible in this plan. For example, I edited Work Breakdown and named it Work Breakdown 2. After saving and refreshing, I was using WB2 and the original was not visible. I then deleted Work Breakdown 2 -- and the original Work Breakdown came back. Unless you use the base view as your template and are willing to delete your copy, this may not work so well for you. Interestingly, if I create a new view from Eclipse (call it Work Breakdown 3), that view will show up in the web UI next to Work Breakdown 2.

Modified plan views have limited visibility -- supposedly. A snippet from the docs:

Note: After you create a plan view for a plan, the new plan view is bound to that plan. To make plan views available for all plans created for that specific plan type, see Associating plan views with a plan type.

But that wasn't my experience. When I opened the plan for Sprint 2, the copied view was there without any additional steps. Maybe you have to promote it to share it outside your team. There's something going on here -- you may need to experiment to make sure the behavior you want pans out. You may want to search the work items at jazz.net, too, depending on what type of plan view you wanted to create because if you do need to promote it, certain plan view features are currently broken and unpromotable (so don't back yourself into a corner). This situation may have been improved in 4.0.5, not sure. See the info center for more on plan view promotion. https://jazz.net/help-dev/clm/index.jsp?re=1&topic=/com.ibm.help.common.jazz.calm.doc/topics/informationresources.html&scope=null
