Not seeing the option to Merge into Workspace with Reverse Change Set in RTC

I'm using RTC 4.0.3 and the instructions for reversing a delivered change set here:

I can create the patch, but when I right click the "Reverse:<Change Set>" patch, I do not see the Merge into Workspace option.  I get:

• Auto Resolve
• Resolve with Proposed
• Remove from View
• Expand Children

When I try Auto Resolve, the patch goes away, but there is no action done in the workspace or stream. 

The file in the change set is simple, one print line statement added.

Is there something I'm missing, like a permission or step?
