What license is need to edit Process Template?

In modifying the Eclipse Way Process for some Bugzilla import work item attribute customisation, I see the message "NOTE:Customization(sic) is unsupported by the server's license".

Since I've assigned myself various combinations of developer license etc, admin rights, all to no avail, is this something we are not allowed to do with the trial version, or is there something I can do to fix this?

JAZZ DEVELOPER
Its talking about the server license, which I believe means you need the
Standard server license (not express or express-c) to support work item
customizing.
