"Build Area" in RTC Build Health report not populated correctly

I am attempting to generate a Build Health report. I notice that the "Team Area" section is not populated correctly. The hierarchy is not correct, and some choices are greyed out inspite of the fact that they have active builds. Please let me know how this Team Area section is populated and how it to be used.

The report parameter options are populated from the data collection job ETLs. I would ensure that all your ETLs have succeeded for JTS and CCM.
