I attempted to load my license key .jar files and got this message: The upload did not complete in a reasonable amount of time; the server may be unavailable? WAS is running and so is JTS. Anyone?

could it be a browser security settings issue?

Did you try with a different browser?

(if still stuck, you may try with Firefox and Firebug and check what error you're getting)
